 How fast should your swing speed be or how fast should you swing the club?

The swing 
speed explained:

When you're addressing the ball, your first move should be initiated by the shouders.  

If you establish the correct backswing axes, radius and swing plane and begin to build windup with your initial move, (your shoulders) you can start your swing with whatever natural tempo (swing speed) is campatible with your instincts.

The Backswing:

Start your motion with your shoulders and if you let them control the path of your arms while maintaining the radius with your left arm your not likely to swing too fast. 

In other words, feel that the turning of the shoulders is what controls your backswing.

If you have a tendency to be too quick, you might try counting to 3 as you start your motion at which point you should be at the top of your backswing.

The Downswing:

The downswing is initiated by a lateral mouvement of the lower body (Legs) toward the target followed by a turning motion of the legs and body.
The clubhead speed accelerates until the power of the right side is released at impact where maximum speed is reached.

Follow Through:

After hitting the ball, the body continues to turn completely into a full followthrough as your swing decelerates.

Balance:

Never sacrifice balance for speed or swing speed. You should be in balance during the full motion of your swing.

Finish with balance and your ball striking and consistancy will improve.

The Full Swing:

The area where the club is traveling at it's fastest during the forward swing is somewhere between 8 o'clock and 4 o'clock.

The Sequence of the  Forewardswing:

The sequence of movements on the forwardswing consists of initiating it with a lateral movement of the legs toward the target followed by a turning motion of the legs and body which pulls the arms down followed by the clubhead. The wrists merely act as a hinge and the wrist cock is maintained until the buildup of centrifugal force brings the club into the ball at maximum speed.

The Mirror:

The forwardswing is the mirror of the backswing. Take your time and execute a good backswing with control and if you can finish your forwardswing in balance your chances of hitting a good shot will improve.
